He is a former head dept of cardiology at AIIMS, New Delhi & Director of the Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh. Before Joining PSRI Hospital he was Chairman Cardiology Dept. at Max Super Speciality Hospital, Saket for 6+ years. He is credited to have performed the first implantation of Implantable cardioverter-defibrillator (ICD) therapy in South Asia & has been featured in the LIMCA Book of World Records in 1997. He is also credited with the introduction of Cardiac Resynchronization Therapy in India also listed in LIMCA Book of World Records. He is a recipient of several honours including Dr B. C. Roy Award, the highest Indian award in the medical category. He is a former president of the National Academy of Medical Sciences (NAMS) and a fellow of the Indian National Science Academy (INSA). The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2006, for his contributions to medicine. His work on Cardiac arrhythmia helped develop it as a speciality in India and developed the Heart failure & Heart transplant program at AIIMS. His work has been documented by way of several publications which include 240 articles and 270 abstracts, published in various peer-reviewed medical journals. He has also contributed 15 chapters to various medical texts.

After obtaining a Master's degree in Physics (Electronics) and PG Diploma and an M.Tech in E&C Eng from Roorkee Prof. Singh joined the University of Roorkee as SRF and completed his Ph. D research work in 1980. He later joined CSIR as Sr. Scientist and rose to the position of Chief Scientist, Head of the Biomedical Division, Head of Electrical Standards and Measurements, and Project Advisor at the National Physical Laboratory New Delhi. Prof. Singh has to his credit about 50 research publications in National and International Journals of repute and conferences. He had been the Principal Investigator of several Govt. Of India sponsored research projects and some of his international research and products invited international recognition and applause by media and dignitaries including the Prime Minister and President of India. Besides, he is associated with several International Journals as Hon. Editorial Board Member and Peer Reviewer. He was offered the Thomson Foundation Scholarship UK in 1978 and also invited by the University of Krakow Poland, to start a collaborative program on Thin-film integrated devices. He was also invited by Griffith University Australia as a visiting scientist and a Visiting Fellow by Cheju University South Korea. One of his publications and similar talks delivered at the University of Westminster London and ICMCC council Netherlands was selected among the best five publications in the subject domain by Bio-Med Library USA. Prof. Singh is a fellow of IETE and has been on the Delhi College of Engineering faculty list as visiting faculty apart from being associated with several technical boards, engineering colleges, and universities to evaluate their R&D projects and other technical programs. He is also a member of the selection committee of DRDO and CSIR. He visited several countries and universities to deliver invited lectures and chair sessions at International conferences. Recently he was invited by Cardiology 2013 Society America to deliver an invited talk and was subsequently appointed as a member of the organizing committee to hold the World Congress on Cardiology 2014 in the USA. He was also invited by Cancer and Cell Therapy USA to present his work on Cancer detection. He was also invited by the International Journal on Electro Chemical as a Guest Editor. He was associated with RGGI Meerut as Director for one year. He had been with JBIT Dehradun as an Advisor. His work on voice-activated devices and robotics has received international recognition. He had been associated with Drona College of Engineering Dehradun as Director for three and half years. Presently he is associated with RD Engineering College NCR as Director General since December 2016.
